This might be a random topic, but here are a few games which I think have had amazing music, even just as midi files. If music this good were created for the game, well, that would be awesome.
Ultima 6, 7, 8 - very dramatic, thematic music that really brought you into your environment.
Star Control II - this was a game that had a contest for music submissions, and the results turned out amazing. Hopefully, having open contribution for Genesis music will have similar results.
Any other games people can think of?

I know you don't have enough money to pay a professional music composer... but have you thought about emailing some devs/composers and asking them to help you in your project? Total Annihilation has good music and yet so does C&C but they are different themes... what theme were you thinking about

For themes and whatnot, refer to Gavan's post pinned at the top of this forum (quoted here for ease of reference): Any music goes, as long as you think it fits in a fantasy world You can use synthetic instruments, real instruments, whatever you want. I will include your song in the game if it is of appropriate quality.

It should fit in a fantasy world, but you shouldn't feel too restricted by that.
