there are alot of possiblities here, like maybe a player needs x ammount of materials for a house/weapon not only would the player have to find where they are but collect and bring back.. thats like a basic quest... you could also put out "hits" on other players... of course this would be illegal and the guards might imprison/kill you for it... but assassination/theivery quests might envelop... say you want some weapon that this person has... when you log off you go to sleep right? (is that how it might work?) so you have to sleep in a protected place (i.e. house in a city with guards) so that someone isnt hired to steal your prized weapon or armour...) other quests might include a player hiring a bodyguard/escort....
there are so many possibilities

I think that the thieving/assassin idea would be lots of fun. You would have criminals trying to do business without getting caught, and guards or nobles trying to find and break up the crime rings.

With no nicknames floating around over the heads it could be hard to identify people, unless they have something really unique on them. Like a red hood and green shorts or whatever. Maybe a large scar right over their face. Probably lots of people murdering the wrong people, heh.

Probably the fastest way to identify someone, if you can't tell at first, is to talk to them. From the FAQ: "Obviously, I intend to allow characters to customize their faces to a high degree. Since the game takes place in a zoomed-out, diametric view, the faces will likely be displayed in a separate box, zoomed in to show detail."

Well yes, that is really the point of the game. But what if no one plays a guard, and we have anarchy in the streets, ala Mob War. Each player has the power to profoundly and adversly effect the world, so we will be in quite a dire stir in that situation. But that is the fun of it! So you murder the wrong person and don't get paid... Perhaps the person who sent the hit kills you, then... Or maybe you get another chance.
But it is a dangerous world. You will have to note the permadeath, so hits will not be trifling experiences. If caught by a guard, execution would perhaps be the penalty? That is a fitting fine, I think, in the game world. Or maybe take their entire economic worth, their equipment, and leave them wanting? Who knows? What abilities will be given each player, how adversly will we be allowed to punish each person? Can we, as players in the world, make others serve jail time? The possibilities in a game such as this are staggering...

I hope the designer of this game takes a good look at how Eve Online is put together. Eve Online features player created quests, the ability to be a good guy or a pirate, and many other sophistications in this area. I think that studying Eve Online would be a vital part of answering some of the questions raised above, since they have already figured out many of these issues.
Among the neatest of Eve's features is the ability to put a bounty on a different players head. So even in a world where there were many more pirates than guards, the ability to put a price on an enemies' head helps keep things in check.

Yes, but people have sued over occurances in Eve's world. There are certain frustrations I wish to avoid. But then, most of those frustrations stem from Eve having real world conversions of staggering proportions. But if players create a large enough empire, what is to keep them from getting destroyed, left destitute, and then trying to create backlash outside of the game?

No game has been able to put the feature "bounty hunting" really in a game since you just respawn, but this game has Perma-death where getting killed has more value. Bounty Hunting might just be a great feature!
