That I think is the number one enemy of this endevour...
what if there are not enough people to fill the roles that the players need, i.e. not enough politicians/guards/doctors/merchants/horse breeders/blacksmiths/ construction workers/ect.... you know what I mean... what if (I know you said no NPCs) you could have NPCs take care of the menial jobs until someone is there to take it from them.. I mean if you come into an empty world that is too big for the amount of people
I disagree with your statement that you'd rather have a cult following then a horde of people that barely appreciate the game...
cause this game literally cannot function without enough people....
what are you supposed to do without any blacksmiths, any guards to protect your city, any fireman to put out fires that might spread.... any doctors to cure you of disease, any bounty hunters to take out assassins... you get the picture... thats why you need to have all the "required" proffessions NPC controlled at all times... unless a human player decides to take up that profession he can work in it. taking up one of the NPC slots until his shift is over.... then the NPC would take over again, or in an indeal game world... another player would take over...
so sometimes NPCs are necessary... unless the game happens to have 4 million accounts opened on the first day I think you should plan to write some AI in the future..
at least until you get enough people to fill all the occupations...
and ofcourse its not like they come out of thin air... if a city has 100 guards... and 35 of them are player controlled its because the leader of the establishment pays for 100 guards... no that the game decides thats how many you need... know what I mean? and for more money you get better guards... ect..
